Minutes of April 18th, 2024 Meeting

Dent County Health Center Board of Trustees

Call to Order and Roll Call

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:00 p.m.; in attendance were board members Bob Parsons, Bob Gravely, Dennis Floyd, and Lori Hasten. Roma Jones, and Zach Moser were staff present. Board member Carol Lacy was absent. Jen Tracy was also present a member of the public.

Minutes and Agenda

The minutes for the March 21st and 28th meeting were reviewed. Bob Gravely moved to approve the minutes.  Dennis Floyd seconded, and the motion carried.

SERVICE STATISTICS AND REPORTS:

All statistics listed are for March 2024 and are reported by Zach Moser unless otherwise stated.

Communicable Disease

  • COVID19 – 10 reported cases.
    • Lead – 39 active cases
    • Sexually transmitted infections – 13 screening encounters and 48 total tests conducted.
    • Influenza – 31 cases
    • Animal bites – 6

Environmental – Roma Jones

  • 2 total inspections, 1 recalls, 0 sewer complaints and 9 environmental questions answered during the month.
    • A townhall meeting/informational session is being planned for May 30th for  information and questions about the new regulations.

Maternal-Child Health

Laboratory Detail

  • Lab Draws: 253 individual patients.
    • Rapid Tests (COVID, Flu, RSV, Strep: 16 appointments.

Immunizations

  • 15 COVID-19 vaccine doses were administered.
    • Influenza vaccine: 11 doses administered.
    • 92 Other vaccines were given, including the new RSV vaccine and new formulations of pneumonia vaccine.

Administrator Report – Zach Moser

  • Food Regulations – There is a food regulation townhall scheduled for May 30th. Letters will be going to out to all food establishments soon. Regulations and fees become effective July 1st.
  • Health Fair May 3rd – 7am to 1 pm.
  • Strategic Plan – Zach presented his final report on the feasibility of the list of revenue generating ideas created by the staff.

Expenses

DCHC financial reports for March, including the review from H&R block, were reviewed. Current Assets at March 31st were $1,150,632.96. Total assets were $1,794,784.66, total liabilities were $187569.76, and equity was $1,607,214.90. Revenue for March was $151,742.77, expenses were $107,948.38 for net operating revenue of $43,794.39. After other revenue and expenses, net revenue was $43,903.65.

Robert Gravely moved to approve the financial reports, and the report from H&R Block. Lori Hasten seconded. Motion carried.

New Business:

  • City of Salem Water Quality – Zach reported on the timeline of the water quality issue. DCHC involvement started last summer. Given the importance of water quality to public health, the complaints were taken seriously and investigated. DCHC conducted tests of samples and evaluated the results according to federal standards. Zach discussed the results with concerned citizens and with the Salem News, generating two news articles on the topic. Though occasional cloudiness and deposits continue to be an issue in some areas, these have been determined to be primarily iron and aluminum, which do not pose a significant threat to public health. DCHC will continue to monitor the situation.

Closed Session

At 6:21 pm, Dennis Floyd moved to enter closed session. Bob Gravely seconded. A roll call vote was held as follows:

At 7:50 pm, the Board returned to open session having discussed personnel matters and authorized the administrator to enter into a retention agreement.

Back in open session, Bob Gravely moved to increase the consulting fee budget by $4500.

Next Meeting and Adjournment

The next regular board meeting date was set for Thursday, May 16th,  2024 @ 5:00 p.m. With no further business Lori Hasten moved to adjourn the meeting at 7:55 p.m. This was seconded by Dennis Floyd and all were in favor. Meeting adjourned.
