Dent County Health Center Board of Trustees
Call to Order and Roll Call
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:02 p.m.; in attendance were board members Bob Parsons, Carol Lacy, and Bob Gravley. Lori Hasten and Dennis Floyd were absent. Also present were Zach Moser, Administrator, Roma Jones, Assistant Administrator.
Approval of Minutes
The minutes of the March meeting were presented. Carol Lacy moved to approve the minutes from the 15th. Lori Hasten seconded and the motion carried.
Food Code Hearing
Open for discussion was the amendment of the food code fee schedule to allow a reduced fee for food trucks not homed in Dent County, when another county does their primary inspection. After discussion, Carol Lacy moved to adjust the fee for these trucks to 50% of the normal fee. Bob Gravley seconded and the motion carried.

Administrator’s Report
Zach Moser reminded about events in 2026 including:
- Gala – April 24th – Sold out!
- May 1st – Spring Health Fair
- August 15th – Back to School Imz Clinic
- October 1st – Drive Through Flu Imz clinic
- October 16th – Fall Health Fair
Zach reported on a potential project collaborating with SEMO and Compass Health.
Financial Reports
DCHC financial reports for March were reviewed. Current Assets at end of March were $1,378,005.23. Total assets were $2,204,485.10, total liabilities were $365,279.19, and equity was $1,863,205.91. Revenue for the month was $170,135.81, Cost of services were $44,117.54 for gross revenue of $126,018.27. Expenses were $78537.72 for net operating revenue of $47,480.55. After other revenue and expenses, net revenue was $43,967.30.
A report for January and February from HR block was received and reviewed.
Bob Gravley moved to approve the financial reports. Carol Lacy seconded. Motion carried.
New Business
Zach presented details purchasing CDs. Rates from Town and Country Bank, Progressive Ozark Bank, Riverways FCU, MOSIP, and Bank of Salem were presented. Bob Gravley moved to purchase two $100,000 CDs; one from Riverways FCU at 3.7% for 13 months and one from Bank of Salem at 3.35% for 12 months.
Closed Session
Carol Lacy moved to enter closed session pursuant to RSMO 610.021 (3). Bob Gravley seconded. A roll call vote was held as follows:
Lori Hasten – Absent; Carol Lacy – Aye; Bob Gravley – Aye; Dennis Floyd, Absent; Bob Parsons – Aye.
The board entered closed session at 6:05pm.
At 6:17pm, the board returned from closed session having taken no action.

The next meeting date was set for May 21st, 2026 at 5pm.
