September 2022 Minutes

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:00 p.m.; in attendance were Bob Parsons, Kim Smith, Dennis Floyd, Zach Moser and Roma Jones.

The minutes for the August 2022 regular board meeting were reviewed. Dennis Floyd moved to approve the minutes.  Kim Smith seconded, and the motion carried.

SERVICE STATISTICS AND REPORTS:

  • Communicable Disease – Reported by Zach Moser
    • COVID19 – In August, 105 new cases of COVID-19 were reported.
    • New Vaccine – Zach Moser reported on the recent FDA and CDC authorization of the COVID-19 vaccine for ages 6months and older. DCHC has not yet received a shipment of the new vaccine. The Dent County Health Center recommends everyone eligible to get vaccinated and boosted against COVID-19. Pediatric C19 vaccine is available at the Health Center and Walmart Pharmacy. Adult vaccine is available at the Health Center, Moser Pharmacy, Vandivort Pharmacy, Sinks Pharmacy, and Wal-Mart Pharmacy.
    • Bivalent Booster – Zach reported on the FDA authorization of the bivalent booster for ages 12 and up. This new booster contains the original COVID strain and the Omicron strain. This vaccine is available at the health center. Everyone ages 12 and up can get at least one dose regardless of the number of previous doses you have received.
    • CD – Zach reported on the resignation of the communicable disease nurse. A replacement has been hired but reports on TB, STIs, animal bites, etc will be limited until the new nurse is up to speed.
    • Diagnostics – Reported by Zach Moser
      • 141 appointments for blood draws in the lab were held in August. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center.  
      • COVID tests – 141 COVID tests were conducted in August. COVID tests are $10 for a rapid antigen test, $35 for a COVID/FLU combo test, and $50 for a molecular C19 Test.  PCR tests can be sent to the state lab and Labcorp under certain circumstances. DCHC now offers PCR testing at the Health Center with results in as little as 1 hr. Most people can qualify for free testing. No doctor’s order is required.  
    • Immunizations – Reported by Zach Moser
      • 80 COVID-19 vaccine doses were administered this month.
      • 346 Other vaccines were given.  
    • All Appointments – reported by Zach Moser
      • Total of 667 appointments last month, not counting WIC appointments.
    • Environmental –
      • Roma Jones reported on 10 total inspections, 0 recalls, and 15 environmental questions answered during the month.
    • Administrator Report – Zach Moser
      • Zach reported on the construction. Flooring and electronic sign have been installed. He also reported on the potential failure of the main breaker in one of the electrical panels.
      • Zach reported that the childcare subsidy program sent out the first checks this month.
      • Zach reported on upcoming events that the health center will be hosting or participating in: Girls Night Out on September 15th , Health Expo on October 13th, and a drive through flu and COVID vaccination clinic on October 6th.
  • DCHC expenses for august were not available at the time of the meeting.
  • New Business:
    • None
  • Purchases –
    • Zach presented an estimate from Michael Rushing to install blown-in cellulose for sound mitigation. The Board took no action on the bid but instructed Zach to continue to search for sound mitigation options.
    • Zach presented an estimate from Curley Concrete to build a ramp to the back door of Exam room 1 to provide alternative access for COVID+ patients. Kim Smith moved to approve the installation of the ramp if 50% or more can be funded by a grant. Dennis Floyd seconded and the motion carried.
  • Closed Session: Kim smith moved to enter into closed session to discuss personnel. Dennis Floyd Seconded. A roll call vote was taken with results as follows: Kim Smith – Aye, Dennis Floyd – Aye, Robert Parsons – Aye. The Board returned from closed session having taken no actions.
  • The next regular board meeting date was set for Thursday, October 20th, 2022 @ 5:00 p.m.
  • With no further business Kim Smith moved to adjourn the meeting at 5:54 p.m. This was seconded by Dennis Floyd and all were in favor. Meeting adjourned.
