October 2022 Minutes

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:10 p.m.; in attendance were Bob Parsons, Kim Smith, Dennis Floyd, Shirley Larson, Zach Moser and Roma Jones.

The minutes for the September 2022 regular board meeting were reviewed. Dennis Floyd moved to approve the minutes.  Kim Smith seconded, and the motion carried.

Old Business:

  • SERVICE STATISTICS AND REPORTS:
    • Communicable Disease – Reported by Zach Moser
      • COVID19 – In September, 83 new cases of COVID-19 were reported.
      • CD – Zach reported on the training of the new communicable disease nurse. Reports on TB, STIs, animal bites, etc will be limited until the new nurse is up to speed.
    • Diagnostics – Reported by Zach Moser
      • 190 appointments for blood draws in the lab were held in September. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center.  
      • COVID tests – 92 COVID tests were conducted in September. COVID tests are $10 for a rapid antigen test, $35 for a COVID/FLU combo test, and $50 for a molecular C19 Test.  PCR tests can be sent to the state lab and Labcorp under certain circumstances. DCHC now offers PCR testing at the Health Center with results in as little as 1 hr. Most people can qualify for free testing. No doctor’s order is required.  
    • Immunizations – Reported by Zach Moser
      • 160 COVID-19 vaccine doses were administered this month.
      • 53 Influenza vaccines were given.
      • 179 Other vaccines were given.  
    • All Appointments – reported by Zach Moser
      • Total of 640 appointments last month, not counting WIC appointments.
      • 349 WIC appointments were conducted.
    • Environmental –
      • Roma Jones reported on 14 total inspections, 0 recalls, and 13 environmental questions answered during the month.
    • Administrator Report – Zach Moser
      • Zach reported on the Childcare subsidy program. 238 children are enrolled in the program and over $140,000 has been provided so far toward the program.
      • Zach reported on past events that the health center hosted or participated in: Girls Night Out on September 15th , Health Expo on October 13th, and a drive through flu and COVID vaccination clinic on October 6th.  All events were successful.
      • Zach reported on wellness events hosted at R-2 and R-1 School districts for the employees, as well as Flu shot clinics held at a few local businesses. If your business would like to host a wellness event, please contact Zach Moser or Joan Raulston at 573-729-3106.
      • Roma Jones Reported on the Annual WIC conference that she and Joan Raulston will be attending in Jefferson City from 10-26 to 10-28.
  • DCHC expenses for September and August were reviewed. Dennis Floyd move to accept the report. Shirley Larson seconded and the motion carried.
  • New Business:
    • New Income Sources –
      • Zach Reported on a new grant from the State of Missouri for $132,336 for 21 months starting 10-1-22 meant to augment the workforce in response to the COVID-19 pandemic.
        • Dennis Floyd moved to create a position for 1 full-time medical assistant and 1 part time scheduler/clerk. Kim Smith seconded and the motion carried.
      • Zach reported on the Building Communities for Better Health grant, which has not yet been awarded. Zach asked for permission to advertise a position contingent upon receiving the grant funding. Kim Smith moved to create a position for Project Manager for the BCBH grant contingent up on receiving the funding. Shirley Larson seconded and the motion carried.
    • Personnel Manual Changes
      • Zach proposed changes to the classification status of employees and clarified who can receive compensatory time and who is paid overtime. The changes to the manual were accepted in a motion made by Shirley Larson and seconded by Kim Smith.
  • Purchases –
    • Zach proposed an estimated cost of improving the breakroom with new cabinetry and appliances. Kim Smith moved to approve the plan for improving the breakroom. Shirley Larson seconded and the motion carried.
  • The next regular board meeting date was set for Thursday, November 17th, 2022 @ 5:00 p.m.
  • With no further business Dennis Floyd moved to adjourn the meeting at 6:34 p.m. This was seconded by Shirley Larson and all were in favor. Meeting adjourned.
