Minutes of October 19th, 2023 Meeting

Dent County Health Center Board of Trustees

Call to Order and Roll Call

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:01 p.m.; in attendance were Bob Parsons, Dennis Floyd, Robert Gravley, Lori Hasten, Carol Lacy, Roma Jones,  and Zach Moser.  

Minutes and Agenda

The minutes for the September regular board meeting were reviewed. Bob Gravely moved to approve the minutes.  Carol Lacy seconded, and the motion carried.

Old Business:

SERVICE STATISTICS AND REPORTS:

All statistics listed are for September 2023 and are reported by Zach Moser unless otherwise stated.

Communicable Disease

  • COVID19 – 48 reported cases.
    • Lead – 37 cases
    • Sexually transmitted infections – 9 screenings
    • Influenza – 0
    • Animal bites – 4

Diagnostics

  • Lab Draws: 211 appointments.
    • COVID tests – 84 COVID tests.
    • Lead – 11 Lead tests

Immunizations

  • 0 COVID-19 vaccine doses were administered. New formulations of COVID vaccines were approved in early September and were not obtained by DCHC during the month. COVID vaccines for all ages were available at the date of the October meeting.
    • Influenza vaccine: 22 doses administered.
    • 119 Other vaccines were given.

Other Statistics

  • All Appointments other than WIC: 508
    • WIC: 324
    • Treatment Court Urine Drugs Screenings – 86
    • Show-Me Healthy Women – 0
    • Title X Family Planning – 17

Environmental – Roma Jones

  • 2 total inspections, 0 recalls, and 9 environmental questions answered during the month.

Administrator Report – Zach Moser

  • Door Replacement – Zach reported that Miller Glass has materials ordered, should be replaced in the coming week.
    • Salem R-80 Lead Testing  – Board was directed to the DCHC website for the public service announcement regarding the Salem R-80 school district’s detection of lead in drinking water.  
    • Drive-Thru Clinic -Over 80 individuals were vaccinated during the event
    • Zach reminded the board of upcoming events that the Health Center will be participating in or hosting.
      • Fall Health Fair – October 26th
      • Youth Vaping Town Hall – December 14th  

Expenses

DCHC financial reports for September, including the review from H&R block, were reviewed.

Discussion was held on the balance sheet, income statement, and budget statement.

After these questions were addressed, Robert Gravely moved to approve the financial reports with the adjustment in depreciation to $5014 for the month,  and the report from H&R Block. Lori Hasten seconded. Motion carried.

New Business:

  • Travel Request – Zach requested approval for out of state travel for three employees to go to the CDC Lead Conference in Atlanta in December.
  • Public Health Infrastructure Grant –The proposed budget was reviewed and explained by Zach. As the grant money is spread out over the next 4 years, no budget adjustment was necessary at this time.  
  • NACCHO HAI/AR Grant – DCHC was awarded a grant in the amount of $80,000. A budget adjustment for subcontracts in the amount of $12,000 was needed. Carol Lacy moved to approve the subcontract budget adjustment. Robert Gravely seconded and the motion carried.
  • Food Regulation – The proposed food regulations were reviewed by the Board. The regulations will be put out for public comment and reviewed at the November meeting.

Next Meeting and Adjournment

The next regular board meeting date was set for Thursday, November 16th, 2023 @ 5:00 p.m.

The Strategic Planning meeting is Monday, November 13th, from 8am-4pm

With no further business Dennis Floyd moved to adjourn the meeting at 6:55 p.m. This was seconded by Lori Hasten and all were in favor. Meeting adjourned.
