Minutes of June 15th, 2023 Meeting

Dent County Health Center Board of Trustees

Call to Order and Roll Call

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:01 p.m.; in attendance were Bob Parsons, Dennis Floyd, Robert Gravley, Lori Hasten, Zach Moser, and Roma Jones.  Board Member Kim Smith was not present.

Minutes and Agenda

The minutes for the May regular board meeting were reviewed. Dennis Floyd moved to approve the minutes.  Lori Hasten seconded, and the motion carried.

The minutes for the June 13th Emergency Board meeting were reviewed. Robert Gravley moved to approve the minutes.  Lori Hasten seconded, and the motion carried.

Resignation of Kim Smith

Board Chairman Robert Parsons then read a resignation letter from Board Member Kim Smith that was presented but not considered at the emergeny board meeting on June 13th. Dennis Floyd moved to accept the resignation. Robert Gravley seconded, and the motion carried. The Chair noted the lack of enthusiasm in accepting the resignation.

SERVICE STATISTICS AND REPORTS:

Communicable Disease Reported by Zach Moser

  • COVID19 – In May, 6 new cases of COVID-19 were reported.
    • Lead – 35 cases were active in May. Zach discussed a grant opportunity to promote lead education that the Health Center is pursing.
    • Sexually transmitted infections – 6 screenings were conducted in May. The Health Center conducts free screenings for common sexually transmitted diseases.
    • Influenza –16 total influenza cases were reported in May. Zach noted that this is a very usual number of influenza cases for this time of year. The public is reminded that influenza is transmitted by respiratory droplets and can live on surfaces like doorknobs and countertops. Quality facemasks are effective at reducing the transmission of influenza (and COVID-19). In addition, good hand-washing and periodic cleaning of contaminated surfaces is important to prevent influenza transmission. All available influenza vaccines will expire at the end of June.
    • Animal bites – 8 Animal bites were reported in May.

Diagnostics – Reported by Zach Moser

  • 205 appointments for blood draws in the lab were held in May.
    • COVID tests – 10 COVID tests were conducted in May.
    • Lead – 8 Lead tests were conducted in May

Immunizations – Reported by Zach Moser

  • 8 COVID-19 vaccine doses were administered in May.
    • Influenza vaccine: 0 doses administered in May.
    • 63 Other vaccines were given in May.

  • 122 Urine drug screenings for Treatment Court were conducted in May  

Environmental – Roma Jones

  • 8 total inspections, 0 recalls, and 5 environmental questions answered during the month.

Administrator Report – Zach Moser

  • Childcare Program – The childcare program has ended. Approximately $700,000 was distributed over the course of the program to assist with childcare expenses.
    • H&R Block Financial Review – Zach presented the guidelines he gave to H&R Block with Board expectations for a monthly financial review. There were no objections to the guidelines. Zach presented the first report and expressed approval of the format and scope of the report.Zach reminded the board of the training scheduled for them on July 17th at 5pm with Tiffany Bayer at the Center for Local Public Health at DHSS.Zach requested approval for travel to NACCHO 360, a public health conference, in Denver, the week of July 9th. He is scheduled to give a presentation at the conference. Dennis Floyd moved to approve the travel. Lori Hasten seconded and the motion carried.Zach reminded the board of upcoming events that the Health Center will be participating in or hosting.
      • Chamber of commerce Expo – June 17th.Christmas in July – July 22ndFall Health Fair – October 26thDrive Through Flu/COVID Clinic – October 12th
    • Zach discussed building maintenance items.

Expenses

DCHC financial reports for May, including the review from H&R block,  were reviewed. Robert Gravley moved to accept the reports. Dennis Floyd seconded and the motion carried.

New Business:

Chairman Robert Parsons discussed a conversation he had with AJ Seay from the Salem Memorial Hospital Board regarding a desire to work more closely together. He also discussed news of an large Veteran’s Administration medical facility planned to be constructed in Rolla. Zach expressed a similar desire to collaborate and reiterated the importance of the entire medical community working together to improve the public health.

Next Meeting and Adjournment

The next regular board meeting date was set for Thursday, July 20th, 2023 @ 5:00 p.m.

The Board Training was set for July 17th, 2023, at 5pm.

With no further business Dennis Floyd moved to adjourn the meeting at 6:28 p.m. This was seconded by Robert Gravley and all were in favor. Meeting adjourned.
