Dent County Health Center Board of Trustees
Call to Order and Roll Call
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:00 p.m.; in attendance were Bob Parsons, Sandra Headrick, Dennis Floyd, Kim Smith, Zach Moser and Roma Jones. Board member candidate, Robert Gravley, and public observer, Karen Carmier, were also present.
Minutes and Agenda
The agenda for the meeting was reviewed. A change was made to allow for public comment immediately after the call to order and approved by unanimous consent.
Board Chairman Bob Parsons then turned the floor over to Karen Carmier. Karen discussed her personal story about the positive impact that April Greener, DCHC Nurse Practitioner, has had in her life since the passing of her daughter, Jenny, and subsequent care of Jenny’s two children. Karen described April as thorough, loving, and “the best.” She described April as a huge asset to the community.
Kim Smith responded, expressing condolences and concern for Karen and her situation, as well as stating agreement with all the descriptions of April made by Karen.
The Board then resumed the regular agenda.
The minutes for the January regular board meeting were reviewed. Kim Smith moved to approve the minutes. Dennis Floyd seconded, and the motion carried.

SERVICE STATISTICS AND REPORTS:
Communicable Disease Reported by Zach Moser
- COVID19 – In January, 40 new cases of COVID-19 were reported.
- Lead – 33 cases were active in January.
- Sexually transmitted infections – 4 screenings were conducted in January. The Health Center conducts free screenings for common sexually transmitted diseases.
- Influenza – Cases have decreased. 29 total influenza cases were reported in January.
- Pertussis Outbreak – Zach briefly mentioned the pertussis outbreak that started in late January. CD Nurse Trisha O’Neil, with assistance from other team members, has done a great job working her first outbreak since taking over as CD nurse.
Diagnostics – Reported by Zach Moser
- 183 appointments for blood draws in the lab were held in January. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center.
- COVID tests – 26 COVID tests were conducted in January.
Immunizations – Reported by Zach Moser
- 34 COVID-19 vaccine doses were administered in January.
- Influenza vaccine: 9 doses administered in January. Free flu vaccine is still available at the Health Center.
- 95 Other vaccines were given in January. Zach commended immunization nurse Jackie Reinbott and the rest of the team for their efforts in getting kids back up to date on vaccines. Last January there were only about 30 other vaccines given. The Health Center asks everyone to make sure you’re up-to-date on all vaccinations. Call our office for more information.

- 117 Urine drug screenings for Treatment Court were conducted in January
Environmental – Roma Jones
- 8 total inspections, 0 recalls, and 8 environmental questions answered during the month.
Administrator Report – Zach Moser
Zach reported on the Childcare assistance program, with 297 children enrolled and $473,338 in subsidies distributed to date.
Zach Reported on the transition to Quickbooks for accounting. He is leaning toward moving more accounting functions in-house.
Zach mentioned the first ever Health Fair and Open house planned for April 13th, 2023, from 7am to 1pm. A variety of services will be offered on a walk-in basis with no lab orders required. He also mentioned a postcard mailer was sent out raising awareness of the event.
Expenses
DCHC expenses for January were reviewed. Zach explained that this was a preliminary report that still needed tweaks due to the set up of the new accounting software. The checking account reconciliation was presented and was described as complete and accurate by Zach. He recommended not to approve the reports today since there were still errors due to the set up. No motion was made on the report
New Business:
The Agreed-Upon-Procedures (AUP), or simplified financial audit, was finalized and the report presented to the Board. The only finding by the auditors was an insufficient FDIC insurance in the Bank of Salem account at 12/31/21. They found that we exceeded the FDIC insurance limit by $116,730.31. Zach commented that for government entities, such as DCHC, there is a combined FDIC limit for both demand and time deposits, so we are limited to $250,000 total per bank, including CDs.
Kim Smith then moved to approve the AUP report. Sandra Headrick seconded and the motion carried.
Next Meeting and Adjournment
The next regular board meeting date was set for Thursday, March 16th, 2023 @ 5:00 p.m.
With no further business Sandra Headrick moved to adjourn the meeting at 5:35 p.m. This was seconded by Dennis Floyd and all were in favor. Meeting adjourned.
