Call to Order and Roll Call
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:00 p.m.; in attendance were board members Bob Gravley, Carol Lacy, Bob Parsons, Dennis Floyd, and Lori Hasten. Zach Moser, Administrator, Roma Jones.
Minutes and Agenda
The minutes for the November 21st were reviewed and errors were found that could not be immediately corrected. Thus, the minutes were not approved.

- Leaded Items testing Day now available – Community Members can bring in items to be tested with the XRF scanner to see if they have lead.
- Health Fair Scheduled – May 2nd, 2025.
- 1014 E. Scenic Rivers Bvld – Zach shared that closing took place on 12/2 and cleanup was underway to make use of the area.
Expenses
DCHC financial reports for November were reviewed. Current Assets at end of the month were $1,218,475.86. Total assets were $1,913,732.14, total liabilities were $196,845.93, and equity was $1,716,886.21. Revenue for the month was $87,587.67, expenses were $145,420.77 for net operating revenue of -$57,833.10. After other revenue and expenses, net revenue was $-62,736.59.
Bob Gravley moved to approve the financial reports. Lori Hasten seconded. Motion carried.
New Business:
- 2025 Budget – The proposed 2025 Budget was presented. A net revenue of $44,184.53 is projected. Bob Gravley moved to approve the budget. Carol Lacy seconded and the motion carried.
- Tuition Reimbursement Policy – Zach presented a tuition reimbursement policy. Carol Lacy moved to adopt the policy. Dennis Floyd seconded and the motion carried.
Closed Session
At 6:00pm, Lori Hasten moved to close the meeting pursuant to subsections 3,12,13 of 610.021 RSMo. Dennis Floyd seconded. A roll call vote was held as follows: Bob Parsons – Aye, Bob Gravley – Aye, Carol Lacy – Aye, Lori Hasten – Aye, Dennis Floyd – Aye.
At 7:24 pm, the board returned to open session having taken the following votes:
- Approval of the 2025 employee compensation adjustment of 4%, with instruction to the administrator to prepare for merit/evaluation-based raises in the next year.
- Declination of all proposals for design services due to acquisition of 1014 E. Scenic Rivers Blvd and concern about maintaining financial prudence.

The next regular board meeting date was set for Thursday, January 16th, 2025 @ 5:00 p.m.
With no further business Carol Lacy moved to adjourn the meeting at 7:25 p.m. This was seconded by Bob Gravley and all were in favor. Meeting adjourned.
