Dent County Health Center Board of Trustees
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:11 p.m.; in attendance were Bob Parsons, Kim Smith, Dennis Floyd, Shirley Larson, Zach Moser and Roma Jones.
The minutes for the May 2022 regular board meeting were reviewed. Dennis Floyd moved to approve the minutes. Shirley Larson seconded, and the motion carried.
Old Business:
- SERVICE STATISTICS AND REPORTS:
- Communicable Disease – Reported by Zach Moser
i.COVID19 – In May, 36 new case of COVID-19 were reported. The Missouri Department of Health and Senior Services has declared COVID-19 an “endemic” disease, and has changed reporting and investigation requirements. As of June 23rd, 2022, Dent County is in the CDC Risk level “Green” for COVID-19.
ii.New Vaccine – Zach Moser reported on the recent FDA and CDC authorization of the COVID-19 vaccine for ages 6months and older. DCHC has not yet received a shipment of the new vaccine. The Dent County Health Center recommends everyone eligible to get vaccinated and boosted against COVID-19. Pediatric C19 vaccine is available at the Health Center and Walmart Pharmacy. Adult vaccine is available at the Health Center, Moser Pharmacy, Vandivort Pharmacy, Sinks Pharmacy, and Wal-Mart Pharmacy.
iii.Influenza – Influenza A cases decreased in May with no new cases reported in Dent County.
iv.Animal Bites – 3 animal bites were reported in May.
v.STD Testing – Positive tests for chlamydia, gonorrhea, and trichomonas are up. If you think you might be infected, call 573-729-3106 to set up an appointment for testing and treatment.
- Diagnostics – Reported by Zach Moser
i.159 appointments for blood draws in the lab were held in May. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center.
ii.COVID tests – 59 COVID tests were conducted in May. COVID tests are $10 for a rapid antigen test, $35 for a COVID/FLU combo test, and $50 for a molecular C19 Test. PCR tests can be sent to the state lab and Labcorp under certain circumstances. DCHC now offers PCR testing at the Health Center with results in as little as 1 hr. Most people can qualify for free testing. No doctor’s order is required.
- Immunizations – Reported by Zach Moser
i.140 COVID-19 vaccine doses were administered this month.
ii.72 Other vaccines were given in May.
- All Appointments – reported by Zach Moser
i.Total of 405 appointments in were held in May, not counting WIC appointments.
- Environmental –
i.Roma Jones reported on 5 total inspections, 0 recalls, and 7 environmental questions answered during the month.
- Administrator Report – Zach Moser
i.Zach reported on the construction, which is nearing completion. The biggest safety concern, the new ramp into the front door, has been completed. Still on list include, replacing of the back door, and installation of the remainder of the new flooring in the building.
ii.Zach Reported that the Health Center’s new nurse practitioner, April Greener, DNP, will be able to start seeing patients on July 5th. Dr Jessica King from TCMH will be Dr. Greener’s collaborating physician.
iii.Zach reported on over $196,000 in outstanding payments from Jefferson City.
iv.Zach reported that the Childcare subsidies are awaiting a working contract template for the childcare providers before that program can be initiated. A draft contract has been obtained but no final copy.
v.Zach reported on two conferences. He is requesting permission for both he and Jennifer Roderman to attend the NACCHO 360 conference in Atlanta in July and for him to attend the MoAlpha conference in September. Kim Smith moved to approve the NACCHO conference, which will be paid for by NACCHO. Dennis Floyd seconded and the motion carried. Shirley Larson moved to approve the MoAlpha conference at $107 a night for hotel and $150 for the conference fee. Kim Smith seconded and the motion carried.
- DCHC expenses for May were reviewed by the Board. Dennis Floyd moved to approve the March expenses. Shirley Larson seconded and the motion carried.
- New Business:
- Tardiness Policy. – Zach presented a proposal for a change to the personnel manual regarding punctuality. DCHC will adopt a point system to track tardiness and trigger disciplinary action if necessary. Kim Smith enthusiastically agreed and moved to adopt the policy. Shirley Larson seconded and the motion carried.
- Purchases –
- WIC Enhancement grant
i.Zach lamented the change in tone from the State since this grant was first offered back in December. However, Missouri WIC has agreed to pay for 40% of the upfront cost of the phone system and 40% of the ongoing cost. WIC also authorized 40% of a 20 seat arrangement for the waiting room. $6529.08 total cost with $3912.05 being our portion. Dennis Floyd moved to authorize the purchase of the new seating. Kim Smith seconded and the motion carried.
- Electronic sign – Zach reported that he had attended a commission meeting and presented a case for the commission to pay for the electronic sign using ARPA funds.
- Zach requested permission to purchase a new TV for the conference room for better presentations. Kim Smith moved to authorize the purchase and Shirley Larson seconded. Motion carried.
- The next regular board meeting date was set for Thursday, July 28th, 2022 @ 5:00 p.m.
- With no further business Kim Smith moved to adjourn the meeting at 6:36 p.m. This was seconded by Shirley Larson and all were in favor. Meeting adjourned.
