Minutes of August 23, 2022 Meeting

Dent County Health Center Board of Trustees

Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:06 p.m.; in attendance were Bob Parsons, Kim Smith, Dennis Floyd, Shirley Larson, Sandra Headrick, Zach Moser and Roma Jones. Guests who were not present for the entire meeting were April Greener and Kelly Smith.

The minutes for the June 2022 regular board meeting were reviewed. Kim Smith moved to approve the minutes.  Sandra Headrick seconded, and the motion carried.

TAX RATE HEARING:

The documentation received from the State Auditor’s office had set the Tax Rate Ceiling for the coming year at 0.0959 which is the same as the current year. After discussion, the Board agreed to set the tax rate at the Current Year Tax Rate Ceiling of 0.0959. Dennis Floyd made a motion to set the levy at the 0.0959 rate. This was seconded by Shirley Larson; all were in favor. Motion carried.

Old Business:

  1. SERVICE STATISTICS AND REPORTS:
    1. Communicable Disease – Reported by Zach Moser
      1. COVID19 – In July, 157 cases of COVID-19 were reported. 70 cases were reported in June.
      1. New Vaccines – Zach Moser reported on the recent FDA and CDC authorization of the COVID-19 vaccine for ages 6months and older as well as the Novavax, a COVID-19 vaccine that uses traditional vaccine technology. DCHC has both in stock. The Dent County Health Center recommends everyone eligible to get vaccinated and boosted against COVID-19. Pediatric C19 vaccine is available at the Health Center and Walmart Pharmacy. Adult vaccine is available at the Health Center, Moser Pharmacy, Vandivort Pharmacy, Sinks Pharmacy, and Wal-Mart Pharmacy.
      1. Influenza – None reported
      1. Animal Bites – 0 animal bites were reported in July.
      1. STD Testing – Positive tests for chlamydia, gonorrhea, and trichomonas are up. If you think you might be infected, call 573-729-3106 to set up an appointment for testing and treatment.
    1. Diagnostics – Reported by Zach Moser
      1. 157 appointments for blood draws in the lab were held in July. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center.  
      1. COVID tests – 163 COVID tests were conducted in July. COVID tests are $10 for a rapid antigen test, $35 for a COVID/FLU combo test, and $50 for a molecular C19 Test.  PCR tests can be sent to the state lab and Labcorp under certain circumstances. DCHC now offers PCR testing at the Health Center with results in as little as 1 hr. Most people can qualify for free testing. No doctor’s order is required.  
    1. Immunizations – Reported by Zach Moser
      1. 104 COVID-19 vaccine doses were administered this month.
      1. 157 Other vaccines were given in July.  
      1. 16 courses of monoclonal antibodies were given.
    1. All Appointments – reported by Zach Moser
      1. Total of 592 appointments in were held in July, not counting WIC appointments.
      1. 76 were visits for April Greener, NP.
    1. Environmental –
      1. Roma Jones reported on 5 total inspections, 0 recalls, and 11 environmental questions answered during the month.
    1. Administrator Report – Zach Moser
      1. Zach reported on the construction. The new back door was installed. We are awaiting the electronic sign to be installed and to install the rest of the flooring in the building.  Zach reported on a toilet that had to be replaced and an HVAC vent that had become disconnected. Zach will seek out solutions to get the western end of the building on generator backup.
      1. Zach Reported that the Health Center’s new nurse practitioner, April Greener, DNP, started seeing patients on July 5th.  He reported that she has been wonderful to work with and that patients seem to like her. You can make an appointment with April by calling 573-729-3106
      1. Zach reported that the Childcare subsidies are awaiting a working contract template for the childcare providers before that program can be initiated. A draft contract has been obtained but no final copy.
      1. Zach Reported on the Tardiness policy having the intended effect and greatly improving the on-time attendance rates of the employees.
      1. Zach reported on the new phone system go-live which happened earlier in the day.
      1. Zach reported on another successful direct mailing campaign which reached a community we otherwise would not have reached.
      1. Zach reported on the changes in the COVID-19 guidelines, which included the elimination of quarantine periods for exposures. However, people who test positive for COVID-19 must isolate for at least 5 days.
      1. Zach Reported on the vaccine townhall Q&A session that was held on August 5th as well as upcoming clinics and information on booster doses.
      1. DCHC will have a booth and two upcoming events: Girls night out on September 15th and the Health Expo on October 13th.
  2. DCHC expenses for June and July were reviewed by the Board. Kim Smith moved to approve the both reports of expenses. Sandra Headrick seconded and the motion carried.
  3. New Business:
    1. Dent County Treatment Court – Urine Drug Screening Program
      1. The Board heard a presentation on the Dent County Treatment Court program from Kelly Smith and had the opportunity to ask questions.
      1. Nurse Practitioner April Greener also gave a presentation on Addiction in general.
    1. Closed Session: The Board then voted to go into closed session to discuss the urine drug screening program and personnel. Kim Smith moved to enter into closed session and Sandra Headrick Seconded. A roll-call vote was held with results as follows: Kim Smith – Aye; Shirley Larson – Aye; Dennis Floyd – Aye; Sandra Headrick – Aye; Robert Parsons – Aye. The board entered Closed Session at 6:20 pm.
      1. At 6:56 pm, the Board reentered open session and heard the remainder of the monthly reports.
      1. Results of Votes taken in closed session:
        1. Regarding increasing the pay of a specific employee:
          1. Kim Smith – Aye; Shirley Larson – Aye; Dennis Floyd – Aye; Sandra Headrick – Aye; Robert Parsons – Aye.
        1. Regarding the implementation of the urine drug screening program in conjunction with the Dent County Treatment Court.

  4. The next regular board meeting date was set for Thursday, September 13th, 2022 @ 5:00 p.m.
  5. With no further business Sandra Headrick moved to adjourn the meeting at 7:29 p.m. This was seconded by Shirley Larson and all were in favor. Meeting adjourned.
