Zach Moser, PharmD, MBA, BCPS
AdministratorZach Moser is a pharmacist and public health leader born and raised in Salem, Missouri. His wife, Mary, and two children, John and Amelia, live with him on their small farm south of Salem. He received his doctorate in Pharmacy from the University of Health Sciences and Pharmacy in St. Louis (formerly known as St. Louis College of Pharmacy) in 2014. After practicing as a pharmacist for six years, he earned his board certification in Pharmacotherapy from the Board of Pharmacy Specialties in 2020. He earned his Master of Business Administration degree from Webster University in 2021. He has six years of experience in hospital pharmacy practice and 3 years in community pharmacy practice. In 2021, he entered the world of public health when he joined the Dent County Health Center (DCHC) as Administrator. During his time at DCHC, he has helped to create several new public health programs, such as COVID testing and treatment, childcare assistance program, a nurse practitioner program, and more. He eagerly seeks out new opportunities to improve the health and well-being of Dent County residents.
April Greener, DNP, APRN, FNP-BC
Nurse PractitionerApril Greener FNP-BC is a Family Nurse Practitioner (FNP) board certified by the American Nurses Credentialing Center. She has worked in the medical field for 24 years and as FNP for over 13 years. She completed a Masters in Science in 2010 and a Doctorate of Nursing Practice in 2020 in Salt Lake City, Utah. April has worked in many fields in healthcare including Geriatric Care, Women's Health, Family Practice, Student Health Services, Spine Care and Pain Management. Her most recent positions prior to joining the team at Dent County Health Center was a Professor at Westminster College teaching in their Masters in Science and Doctorate of Nursing Practice Programs. She also worked clinically in two clinics providing Family Practice Services and volunteering at a clinic that provided free healthcare to underserved patients. She has a passion for Womens Health Care, Pediatrics, Substance Abuse, Alpha One Antitrypsin Deficiency, and teaching and mentoring future colleagues. She is a recent transplant from Utah to Missouri and still gets excited (while also being terrified) about the rainstorms, the never ending green, beautiful countryside, and ability to see the entire sky most nights.
Brittany Shepherd, RN
Maternal-Child Health NurseBrittany Shepherd is a Registered Nurse with 10 years of experience in a variety of settings: including medical-surgical, obstetrics, dialysis, immunology, and public health. She grew up in Salem, MO where she met her husband, Caleb. They have two sons, Titan and Isaiah. Brittany has a passion for women’s health and is currently serving as our Program Coordinator for Show Me Healthy Women, WISEWOMAN and Title X Family Planning. Brittany also assists non-insured pregnant women with applying for Medicaid. She is involved in child safety programs including car seat education/installation and infant safe sleep education. Brittany is the Child Care Health Consultant which allows her to provide free education to childcare providers in Dent county. She is a CPR instructor providing multiple CPR classes for people in our community.
Trisha O'Neil, RN
Communicable Disease NurseTrisha O’Neil is a registered nurse with over 9 years of experience in the nursing field, with an additional 10 years in health and safety. She is the Communicable Disease nurse while also providing case management for the STI program and Lead program. Her background includes Med Surg, Corrections, Surgery, Hospice, and Family Practice/OBGYN. Her passion is to help people and build professional relationships within the community.
Sonnya Hayes
WIC ClerkMy name is Sonnya Hayes. I have been with Dent County Health Center for 3 years this October. I worked for US Foods for 20 years. Taking a job in public health has been a very different, but gratifying experience. My job as a front desk clerk requires computer skills, a basic understanding about immunizations, WIC Program, scheduling, and basic office skills. I am very grateful for this job opportunity. I was raised in Dent County, and have raised 3 wonderful children here. I enjoy spending time with all my family and friends.
Joanie Fleener
WIC ClerkMy name is Joan Fleener. I have been associated with the Dent County Health Center for 27 years. In 1996 I replaced my father Fay Schafer on the board. In 2011, I resigned from the board and applied for a position that had become open for a front desk clerk and WIC clerk/certifier. I have been in that position ever since I was hired. I enjoy the folks that I work with and enjoy any contribution I can make to the public health of Dent County. It has been my privilege to be able to be on both sides of the table in our County Health Department. I have lived in Dent County my entire life. I have been married to my husband Tom for 48 years. We have two sons, JT and Matt and 9 perfect grandchildren - all of whom are Dent County residents. I am blessed on most Sundays to have most all of my family join us for Sunday lunch. My dad used to make this statement - "I'm living exactly where I want to live - doing exactly what I want to do". I now know how he felt and how sincere that statement was
Roma Jones
Assistant Administrator, EnvironmentalistRoma Assists the Administrator in the daily operations of the Health Center. She also works as the WIC Nutritionist, where she counsels women who are pregnant, breastfeeding, and postpartum as well as infants and children up to the age of 5 on their nutritional needs. She is also the Environmental Public Health Specialist and conducts the restaurant and lodging inspections for Dent County. She received her BS degree from Truman State University. She lives with her husband in Salem and has two grown children and a granddaughter.
Joan Raulston
WIC CoordinatorJoan Raulston grew up in Salem and has been with the Dent County Health Center for 27 Years. She is currently the WIC Coordinator and billing clerk. Joan’s career started as a part time clerk and has expanded to a wide variety of job roles over the years which included installing car seats, teaching abstinence-based education in the schools, and working side by side with nurses to maintain a healthy immunization program. Joan is married to Randal Raulston, and they have two children, Jessica and Jacob and two granddaughters, Elizabeth and Savannah.
Janelle Moore
Project Manager - Building Communities for Better healthJanelle Moore is the project manager for building communities for better health, Currently working on tobacco and active transportation initiatives within the city of Salem. Specializing in community relationships and outreach. Janelle brings 10 years of management experience with a diverse background in warehousing, retail, safety, and compliance. She also practices as a medical assistant; helping with labs, patient needs, and charting. Janelle and her husband Justin Moore have 4 children and live on a small farm. She enjoys doing anything outdoors with her family.

Regular Meetings are held at 5:00pm on the third Thursday of the month at 5pm at the Dent County Health Center. Meeting agendas are posted at the Health Center in advance according to Missouri Sunshine Laws.
