Minutes of May 19, 2022 Meeting
Dent County Health Center Board of Trustees
 
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:03 p.m.; in attendance were Bob Parsons, Sandra Headrick, Dennis Floyd, Shirley Larson, Zach Moser and Roma Jones.
The minutes for the April 2022 regular board meeting were reviewed. Sandra Headrick moved to approve the minutes.  Shirley Larson seconded, and the motion carried.
 
Old Business:

  1. SERVICE STATISTICS AND REPORTS:
    1. Communicable Disease – Reported by Zach Moser

i.COVID19 – In April, 1 new case of COVID-19 were investigated.  The Missouri Department of Health and Senior Services has declared COVID-19 an “endemic” disease, and has changed reporting and investigation requirements. As of April 21st, 2022, Dent County is in the CDC Risk level “Green” for COVID-19. The Dent County Health Center recommends everyone ages 5 and older to get vaccinated against COVID-19. Pediatric C19 vaccine is available at the Health Center. Adult vaccine is available at the Health Center, Moser Pharmacy, Vandivort Pharmacy, Sinks Pharmacy, and Wal-Mart Pharmacy.
ii.Influenza – Influenza A cases decreased in April with only 5 cases reported in Dent County. Influenza prevention starts with frequent hand washing, covering of coughs and sneezes, masking, and staying home when sick. Influenza vaccine is offered throughout Flu season at the Health Center. There is still supply of free vaccine available.
iii.Animal Bites – 4 animal bites were reported in April. A CDC advisory was posted on the DCHC Facebook page reminding the public of the risk of animal bites and ways to prevent them.

  1. Diagnostics – Reported by Zach Moser

i.170 appointments for blood draws in the lab were held in April. The Health Center can conduct most blood tests at a reduced cost for those without insurance. Anyone can have their labs done at the Health Center..  
ii.COVID tests – 40 COVID tests were conducted in April. COVID tests are $10 for a rapid antigen test, $35 for a COVID/FLU combo test, and $50 for a molecular C19 Test.  PCR tests can be sent to the state lab and Labcorp under certain circumstances. DCHC now offers PCR testing at the Health Center with results in as little as 1 hr. Most people can qualify for free testing. No doctor’s order is required.  

  1. Immunizations – Reported by Zach Moser

i.133 COVID-19 vaccine doses were administered this month.
ii.36 Other vaccines were given in February.  

  1. All Appointments – reported by Zach Moser

i.Total of 392 appointments in were held in April, not counting WIC appointments.

  1. Environmental –

i.Roma Jones reported on 4 total inspections, 0 recalls, and 14 environmental questions answered during the month.

  1. Administrator Report – Zach Moser

i.Zach reported on the construction, which is nearing completion. Still on list include, replacing of the back door, installation of concrete ramp to the front door, installation of a countertop in the testing room, and installation of the remainder of the new flooring in the building.  
ii.Zach Reported that the Health Center had reached an agreement with April Greener, DNP to work at the Health Center. She starts June 6th. According to Missouri Law, she will require 1 month period of shadowing her collaborating physician before she can begin seeing patients.
iii.Zach reported on over $100,000 in outstanding payments from Jefferson City.
iv.Zach reported on the van for the mobile unit which was purchased this month and came in under budget. Insurance, title, and license have all been paid. We are only awaiting window graphics at this point.
v.Zach presented the “Use of Company Vehicles” policy for final review and approval. Dennis Floyd moved to approve the policy. Shirley Larson seconded and the motion carried.
vi.Zach reported that the Childcare subsidies are awaiting a working contract template for the childcare providers before that program can be initiated.
vii.Lab Equipment authorized for purchase at the previous meeting was delivered this month.

  1. DCHC expenses for March 2022 were not available at the last meeting, and thus were not approved. DCHC expenses for March and April were reviewed by the Board. Sandra Headrick moved to approve the March expenses. Dennis Floyd seconded and the motion carried. Dennis Floyd moved to approve the April expenses. Shirley Larson seconded and the motion carried.

New Business:

  1. Trustee Vacancy – The Dent County Commissioners appointed Dennis Floyd back to the board after the vacancy. He will serve until the next municipal election. He must file for election this Fall to stay on for the final 3 years of this term.
  2. Board of Trustees officers
    1. The Current officer slate was read as follows:

i.Bob Parsons – Chairman
ii.Sandra Headrick – Vice Chairman
iii.Dennis Floyd – Treasurer
iv.Kim Smith and Shirley Larson – members at large.

  1. The Floor was opened for officer nominations.

i.Shirley Larson moved to retain the current slate of officers. Sandra Headrick seconded.
ii.No additional nominations were received, thus a vote to retain the current officers was held. All voted in favor and the motion carried.  

  1. Purchases –
    1. Zach presented bids for:

i.A new phone system – Eight different quotes were reviewed with varying installation and monthly costs. Ultimately, the Board chose to purchase through Avaya directly for a monthly cost of $318.14 and an implementation cost of $2175.
ii.ARPA Funding was discussed. It was recommended that Zach draw up a proposal for lost revenue as a request for ARPA fund use.

  1. Closed Session –Sandra Headrick moved to enter closed session. Shirley Larson Seconded. Votes were as follows: Sandra Headrick – Aye; Shirley Larson – Aye; Dennis Floyd – Aye; Bob Parsons – Aye.   The Board entered closed session at 6:16pm. At 6:31pm, the Board came out of closed session having discussed personnel issues.
  2. The next regular board meeting date was set for Thursday, June 16th, 2022 @ 5:00 p.m.
  3. With no further business Dennis Floyd moved to adjourn the meeting at 6:36 p.m. This was seconded by Sandra Headrick and all were in favor. Meeting adjourned.
