Dent County Health Center Board of Trustees
Call to Order and Roll Call
Bob Parsons, Chairman of the Board of Trustees, called the meeting to order at 5:06 p.m.; in attendance were Bob Parsons, Dennis Floyd, Robert Gravley, Carol Lacy, Lori Hasten, Roma Jones, and Zach Moser.
Minutes and Agenda
The minutes for the December 18th budget meeting were reviewed. Carol Lacy moved to approve the minutes. Bob Gravley seconded, and the motion carried.

SERVICE STATISTICS AND REPORTS:
All statistics listed are for November 2023 and are reported by Zach Moser unless otherwise stated.
Communicable Disease
- COVID19 – 128 reported cases.
- Lead – 38 cases
- Sexually transmitted infections – 17 screenings
- Influenza – 9
- Animal bites – 3
Zach noted that COVID-19 significantly increased in November and that influenza season started earlier than normal for Dent County. The Board was also informed of 3 new syphilis cases in Dent County in a two-week period.
Diagnostics
- Lab Draws: 164 appointments.
- COVID tests – 41 COVID tests.
- Lead – 6 Lead tests
Immunizations
- 116 COVID-19 vaccine doses were administered. New formulations of COVID vaccines are now readily available.
- Influenza vaccine: 130 doses administered.
- 60 Other vaccines were given.
Other Statistics
- All Appointments other than WIC: 573
- WIC: 302
- Treatment Court Urine Drugs Screenings – 86
- Show-Me Healthy Women – 0
- Title X Family Planning – 7
Environmental – Roma Jones
- 9 total inspections, 1 recalls, 2 sewer complaints and 13 environmental questions answered during the month.
Administrator Report – Zach Moser
- Door Replacement – Zach reported that Miller Glass has materials ordered, now tentatively scheduled for January 19th installation.
- Additional Revenue Search – Zach explained he signed up for Grantwatch service to monitor for additional non-profit grants. Discussion was had on alternative clinic models and potential sponsorships. No actions were taken.
- WIC Audit – Zach notified the board that the regular WIC audit is schedule for January.
Expenses
DCHC financial reports for November, including the review from H&R block, were reviewed.
Discussion was held on the balance sheet, income statement, and budget statement.
After these questions were addressed, Robert Gravely moved to approve the financial reports, and the report from H&R Block. Carol Lacy seconded. Motion carried.
New Business:
- Election Filings – Filing dates are December 5 through 26. Lori Hasten and Carol Lacy’s seats are up for this election cycle. So far, Lori Hasten and Carol Lacy have filed for their seats. April 2nd, 2024 is election day.
- Resolution 2023-R006 – Resolution Regarding Scope of Services Offered – Was presented and briefly discussed. Dennis Floyd Moved to adopt the resolution. Lori Hasten seconded. The motion carried unanimously.
- Audit Proposal – Zach presented the board with the estimate for Audit services to be provided by Maloney, Wright, and Robbins, LLC for 2023 for $11,700. Zach explained that due to receiving over $750,000 in federal funds, a federal “Single Audit” is required, which is a more expensive process. Zach prognosticated that even after COVID money ends, DCHC will be very close to the $750,000 federal fund threshold and may have to continue with single audits.

The next regular board meeting date was set for Thursday, January 25th, 2024 @ 5:00 p.m.
With no further business Lori Hasten moved to adjourn the meeting at 6:07 p.m. This was seconded by Carol Lacy and all were in favor. Meeting adjourned.
